Mission&Purpose

 

SAM is Azerbaijan’s government funded, non-profit think tank founded on November 12, 2007, by the Decree of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev. Its headquarters is located in Baku, Azerbaijan.

 

SAM was established aiming at the implementation of coordination of the strategic studies carried out in the Republic of Azerbaijan, and also providing scientific-analytical information to high-ranking public administrative bodies within the Government of Azerbaijan. The objective of SAM is to produce the most up-to-date and accurate analyses in the fields of politics, economics and security; and to inform policy makers and the public on political, economic, security and development challenges.

 

SAM's main purpose is to provide the highest state bodies of the Republic of Azerbaijan with a scientific research, forecasting and policy advice in the areas of geopolitics, security, state-building, regional development and others.

 

SAM, in pursuit of its main goals and in accordance with the present Regulation, shall perform the following duties: 

 

- to provide strategic policy advice on international issues, to identify strategic interests in a domestic and foreign policy of the Republic of Azerbaijan 

 

- to develop new approaches in building and expanding relations with foreign countries in accordance with the strategic interests of the Republic of Azerbaijan

 

- to provide analysis on development strategy of the Republic of Azerbaijan in line with the contemporary global challenges (new technologies, energy security, terrorism, international financial and economic systems, demography, health, etc.)

 

- to create and maintain a positive image of the Republic of Azerbaijan abroad, including distribution of mass media materials

 

- to monitor current political and socio-economic developments inside and outside the country, to conduct a scientific analysis in the field of culture, religion and spirituality, to forecast potential changes and risks associated with them in the neighboring countries

 

- to examine regional issues, to conduct a research on the state of bilateral relations with the border states

 

- to analyze the state of democratic institutions and civil society and the process of political elite formation in the Republic of Azerbaijan

 

- to examine developments in the relations between the government of the Republic of Azerbaijan and the society

- to conduct public opinion polls on domestic and foreign policies of the Republic of Azerbaijan to learn about the views of different population groups in the country

 

- to present research results in accordance with the procedure established by the Executive Office of the President of the Republic of Azerbaijan

 

- to provide scientific research and proposals with the purpose of resolving various challenges, including the Nagorno-Karabakh conflict, its political, legal and economic aspects.

 

-  to examine interreligious relations inside and outside the Republic of Azerbaijan, to make expert assessments and predictions in the field of religion

 

- to examine the level of religious and ethnic tolerance inside the Republic of Azerbaijan, to analyze and to prepare proposals on various aspects of a life of the Azerbaijani diaspora 

 

-  to prepare normative acts and scientific reviews, to organize propaganda based on the achievements accomplished in the domestic and foreign policy of the Republic of Azerbaijan  

 

- to engage young people in research and innovations related events 

 

- to perform other duties as assigned by law.
